How does Retail Aggregation work?
Retail Aggregation works by grouping smaller electricity users together so they can join the Retail Electricity Market, negotiate better rates, and enjoy savings without changing their physical connection to the grid.
Retail aggregation grouping can be based on location configuration even under different owners, such as:
• Subdivisions or Villages
• Condominiums
• Economic Zones
• Business DistrictsWhat are RCOA Programs? How can I join the program?
Facility owners can choose their own Retail Electricity Supplier under the following programs:
- Competitive Retail Electricity Market (CREM)
• One meter with an average billed demand of 100kW for the past 12 months. - Retail Aggregation Program (RAP)
• Two or more meters with a combined average billed demand of 100kW or above for the past 3 months.
Note: A facility eligible under CREM cannot be combined with facilities under RAP.

1. Location: Contiguous Area even if under different owners
Examples: Subdivision/ Villages, Condominium, Economic Zones, Business Districts2. Facilities under same ownership and all located within the same Distribution Utility (e.g. MERALCO)
What are the benefits of joining the Retail Electricity Market?
Joining the Retail Electricity Market gives end-users power over their power—more choice, better generation prices, and improved transparency. It’s designed to make electricity supply more affordable, reliable, and customer friendly.
What will change if I switch to EvoEnergi?
Switching to EvoEnergi changes who supplies your electricity and how you’re billed, but not how power is delivered. Instead of relying on MERALCO’s generation charge, customers can enjoy a lower generation charge with EvoEnergi—without any upfront cost or changes to their existing physical connection.
How much will I save if I switch to the Retail Market with EvoEnergi?
EvoEnergi offers exclusive electricity savings through competitive and fixed generation rates. Actual savings may vary depending on monthly electricity consumption, with potential savings of up to 35%.
What are the supply sources of EvoEnergi?
EvoEnergi has contracted capacities with solar and thermal facilities.
How long is the supply contract with EvoEnergi?
The contract duration with EvoEnergi is 2 years from start of supply date.
Am I required to maintain a minimum level of consumption to remain in the Retail Market under EvoEnergi?
No. EvoEnergi does not require this. We will only charge our clients based on actual consumption.
The Switching Process
Can I switch my facility that is not under my name or under lease?
Yes, as long as the Contract Holder (reflected at the back of MERALCO Bill) is not deceased and can execute a Special Power of Attorney (for individual) or Secretary’s Certificate (for Corporation) in favor of the occupant/lessee.
Otherwise, we need to process and complete the facility name change prior to switching. This will take around 2-3 months.
How long is the switching process? Is there an interruption?
The switching process will take at least 90 days, subject to submission of complete documents.
There is no interruption during the switching process. The Distribution Utility will only replace the physical meter/s and install automatic reading modems. Please make sure to record the last reading of the old meter/s and the first reading of the new meter/s during the installation process.
What are the requirements?
EvoEnergi will facilitate the switching process. Some of the pertinent requirements are as follows:
1. Signed offer sheet to be submitted by the Client to EvoEnergi
2. Letter of Intent (LOI) to be submitted by EvoEnergi on behalf of the Client to MERALCO
3. Signed Connection Agreement per facility- to be submitted by Customer to MERALCO (printing notarization and submission c/o EvoEnergi)
4. Valid IDs
5. Copy of electric bills (last 3 months)
6. Signed Retail Supply Contract (RSC) between Retail Customer and EvoEnergi
7. Corporate or Individual legal Documents: Tax Identification Number, General Information Sheet (GIS) etc
8. Meter replacement activity (no cost)Can I add or remove residential accounts or facilities any time after the Letter of Intent has been submitted to MERALCO?
We don’t recommend adding or removing a facility, or modification of the accounts (change name, meter replacement, downgrading of account type) once the switching process has started, as it can cause delays to the entire group. If changes are made, we’ll need to file a new Letter of Intent with MERALCO, and the 90‑day timeline will restart from the beginning.
Can I add residential accounts or facilities anytime during the contract period with EvoEnergi?
Under RCOA rules, once a group has been formed and a switch date approved, no new members can be added during the contract period. If there are additional participants, a new group will need to be created, and a separate Letter of Intent submitted to MERALCO.
Who should I contact if I have concerns with my meter?
Physical connection and meter-related concerns are managed by the Distribution Utility/Electric Cooperative (e.g. MERALCO). Kindly direct your concerns to your assigned Relationship Manager/Service Engineer of the DU.
Can I go back to MERALCO as a captive customer anytime?
You can go back to MERALCO as a captive customer, but not anytime you want—it requires a formal process and waiting period.
Is there a switching fee?
None. But customers must pay a new bill deposit to MERALCO.
Who should I contact if I have concerns with my electricity bill?
EvoEnergi will now be your billing agent. You will no longer receive a bill from MERALCO. Any billing concerns will be relayed to EvoEnergi.
What will happen to my current bill deposit?
The bill deposit shall be refunded by the Distribution Utility/Electric Cooperative within 30-60 days following the switching date, subject to the completion of the required documentation. Please note that the refund check release would also depend on the assessment of MERALCO.
Can I join the Retail Electricity Market if I have a net-metering facility? What should I do if I have a net-metering facility, but I want to be a Retail Customer instead?
Facilities under the net-metering program can join the retail market.
If you plan to switch to the RES and no longer export to the Meralco grid under the net-metering program, you should still notify Meralco by applying for the Zero Export Program 30 days before the switch date. This will keep your connection 100% safe, while assuring yourself that excess power is not registered with the meter. Can I switch back to the Net-Metering Program once my contract with EvoEnergi ends?
Yes. You need to inform the Distribution Utility that you will again apply for the net-metering program.
Can I join the Retail Electricity Market if I have an installed self-generating facility?
Yes, provided that eligibility requirements are met.
